Ankara · Cerîde-i Adliye, the Journal of Justice
The Year Was ١٣٤١
In the first years of the Turkish Republic, the Ministry of Justice put court statistics on the covers of its journal as fan charts, spirals and a tuft of grass with numbered blades. The Public Domain Review has nine of them. Each cover also carries its own date, in Arabic script and Eastern Arabic digits, by the Rumi calendar, which ran 584 years behind the Gregorian. Here they are in order, with each date read off the paper.
Read a Rumi date
The digits first. Ottoman print used these, written left to right within a number like ours:
The covers keep their own time
The Rumi calendar began as a financial year starting in March, on Julian dates. In February 1917 the empire realigned it with the Gregorian calendar: 15 February 1332 was followed by 1 March 1333, and 1333 was cut to ten months so that 1334 could start on 1 January 1918. From then on a Rumi date is simply the Gregorian date with 584 taken off the year. An act dated 26 December 1341 ended it, and 1926 began as 1926.
The covers confirm the January start without needing the history. They came out monthly, and the issue numbers run straight on: issue 29 is dated Kânûn-ı Evvel (December) 1340 and issue 30 is Kânûn-ı Sânî (January) 1341. The year number changes between them. So the nine covers run from September 1924 to October 1925, and none of them is dated after the switch.
The Public Domain Review titles the set 1924–26 and says that “the 1926 issues declare a publishing date of 1341, despite the official switch”. I could not find a 1926 issue among them. The David Rumsey Map Collection, the images' source, catalogues the whole set, whose description it credits to the dealer Peter Harrington (2024), as published in 1926, including the cover printed Kânûn-ı Evvel 1340, which is December 1924 under any reading of the calendar. The 1926 looks like the catalogue's date for the set, not a date on any cover.
